With its unique seawall promenade and common beach access, Laurel Beach has remained one of the most desirable shorefront communities in the area for over a century. These regulations are intended to help ensure everyone's enjoyment of our fine facilities. In an effort to maintain its singular appeal for the continued recreation and enjoyment of all, the Laurel Beach Association ask all its members and guests to observe the following rules.
Casino Rules 2023

Rental of the Casino is for members of LBA only. It may be rented for family functions such as wedding receptions, graduation parties, etc. The rental fee, certificate of insurance, and security deposit are required.
Please refer to the rental contract for additional requirements.
Casino rentals must be approved with a signed contract by the Board of Managers.
There are a maximum of three private LBA Member only rentals per year, in June "one" and "two" in September.
The regular LBA member schedule of events takes precedence over all requests for specific dates. -
NO SMOKING IN THE CASINO or the adjacent property!

NO person barefoot or in bathing attire shall be permitted in the Casino at any time.

NO animals (pets) are allowed in the Casino at any time. (Service animals are exempt.)

Children under 8 years of age must be escorted by an adult at all times at the Casino. Please remember: The health, safety and behavior of each child are the responsibility of the parent.

The Casino and the surrounding property are “OFF LIMITS” when the building is closed.
No loitering will be permitted.
Any person damaging the Casino property and/or furnishings will be held responsible for repairs and possible police action.
Beach

Littering on the beach is prohibited. Members and Guests are responsible for removal of their personal trash. Members are not allowed to place trash receptacles on the beach - all items must be taken home.

No personal property is to be left on the beach. This includes, but is not limited to, furniture, storage containers, umbrellas, toys, and any and all personal effects. (Exclusion - LBA registered boats in season.)

No articles are to be chained to any stairs on the beach.

All small, non-motorized watercraft (row boats, kayaks, and sailboats without masts, paddle boards, etc.) are required to be marked and registered with the Police Committee for the purpose of identification. Watercraft may be put on the beach starting May 15th and must be removed from the beach no later than October 31st. At anytime unmarked and unregistered watercraft may be removed from the beach by the LBA at the owner's expense.

All watercraft (row boats, kayaks, and small sailboats) are required to be removed 48 hours prior to forecasted storms. Any watercraft not removed within required time will be removed from the beach at the owner's expense.

The seawall should remain clear and unobstructed for pedestrian use. Chairs, riding bicycles, skateboards, hoverboards, or roller blades, etc. are prohibited on the seawall.

All fires on the beach must be in fire pit containers. The fire pit container when lit may not be left unattended on the beach. Fire pit containers must be fully extinguished immediately after use and the container must be removed within 24 hours. NO FIRES are allowed in holes dug in the sand.

Also remember, any play holes dug by children or adults on the beach must be filled in before leaving the beach, as this constitutes a pedestrian hazard.

Power boats close to swimmers are a special hazard. Anything over 5 M.P.H. within 50 yards of shore is too fast.

Bringing a skier or jet ski in close and projecting him or her toward the shore for a landing is dangerous to the skier and to swimmers. Please do not do it. Follow all state safe boating regulations.

Please park all wagons and strollers off to the side of the seawall to allow for pedestrians to walk.

All private stairs must be removed annually by Nov. 1st.
Tennis
LBA Tennis Regulations 2023

Members of the Laurel Beach Association are entitled to full use of our tennis facilities at all times, subject to regulations approved by the Board of Managers. Legal tenants are persons renting for 30 days or more, and may purchase a Tenant membership. (Note - See membership page).

All courts, beginning first weekend in April and ending the last weekend in October, (except those times the courts are set aside for special events approved by the Sports Committee) are governed by the sign-up board.

Time slots if 1.5 hours for each court are provided beginning at 8:00 AM and ending at 8:00 PM.

The same player(s) may not sign up for two (2) consecutive time slots.

A second time slot during the day may be reserved after a player has completed his/her first time.

All members are asked to be considerate of those who are participating in the LBA Tennis Tournament. The tournament is mid-August to Labor Day. Please be flexible when scheduling court time for participants.

All courts are closed during the finals of the LBA Tennis Tournament. (Except court 1 for tournament use only).

Juniors - Under 18 years. Note: The Sports Committee will consider requests from Juniors who are working during the day for adult playing time.

A member must be present with any guest players

Fees are $100.00 annually per member household, payable in advance. Payment of this fee entitles a member household to unlimited guest, provided:

No more than one court is occupied by the household guests at any one time.

Guests are governed by all other regulations applying to the member tennis players.

Players must wear tennis shoes and proper tennis attire at all times while using courts. Note: shirts may not be removed.

No bicycles, skates, skateboards, rollerblades, or other non-tennis use of the courts will be permitted.

NO PETS ARE ALLOWED ON COURTS. Any animals brought to the tennis court area (ball field)must be on leash and not allowed to roam unattended.

Arrangements for play of groups occupying more than one court must be made in advance through the Sports Committee.

Members and Guests are responsible for removal of their personal trash.

These regulations are intended to help ensure everyone's enjoyment of our tennis facilities. All comments or suggestions toward this goal are appreciated and can be directed to the Sports Committee or Board of Managers.
Please contact the Board of Managers regarding payment of Tennis Court Guest Fee or Membership fees.
Payment by check is preferred, payable to Laurel Beach Association.
The Association reserves the right to restrict the use of its private facilities to members only.

LBA Rules & City of Milford Ordinances
All ordinances of the City of Milford must be observed.

The City of Milford ordinance (§ 16-1) prohibiting open fires on the beach will be enforced.

No Dogs and Cats on the Beach Regulation (§ 16-2.2); Below is a summary of the Milford City Ordinance
-
Purposes: The purpose of this article is to ensure safe and proper control over dogs located in the City of Milford. (b) The provisions of this article are supplemented in some instances by Chapter 435 of the Connecticut General Statutes, which apply to the control of dogs in the State of CT.

Dogs at Large: No persons owning or having custody of a dog shall permit such dog to roam at large off leash to the injury or annoyance of other, annoyance specifically including the fouling of the City's sidewalks, streets, pass ways or beaches.
Penalties: Violations result in penalties as defined by Ordinance.
For any violation, first call its owner, then the Milford Dog Warden, then a Police Committee member.

Removal of snow and ice from sidewalks—Sec. 20-9 Duty of abutting property owners. (Code 1962, § 14-32) All snow and ice shall be removed from the sidewalks of the City by the owner, tenant or occupant of the premises adjoining and fronting every such sidewalk within 24 hours after the storm, during which such snow or ice was precipitated, shall have ceased. Every owner, tenant or occupant of the premises adjoining and fronting on any sidewalk which has not been cleared of snow and ice shall be subject to punishment as provided in Section 1-9 of this Code of Ordinances.

LBA & Milford Parking

LBA streets are narrower than most streets in Milford. Please note that Emergency Vehicles must be able to move quickly and safely. Fire engines are wide and long. Do not park within 25 feet of a corner, which could impede any type of emergency vehicles. (This is a Life Safety matter!)

Parking is not allowed on either side of Seaview Avenue, on the park side of 5th Ave, on the park side of 8th Ave or on the 8th Ave Highwood triangle.

Parking is not allowed 25 feet from any street corner.

Parking for large gatherings should be in the LBA ball field, Casino Grove on Sixth Ave or First Ave Field at the corner of Milford Point Road grass areas.
General LBA Rules
-
Riding bicycles, skate boards, roller blades and like items are prohibited on the seawall, pass ways, and sidewalks. These activities are dangerous to pedestrians.

Football, baseball and other games are not permitted on the 5th Ave Green / Park. Such activities should be conducted at the Ball Feld off Court Street.

Laurel Beach streets were designed on a curve to enable water views for all residents. Current restrictive covenants prohibit fences, or boundaries over 4' in height. Please be considerate of your neighbors and keep all shrubs, trees and other potential barriers maintained appropriately in the spirit in which LBA was created.
Limited Memberships
LBA has two (2) types of limited memberships:
1. A TENANT IS ANY PERSON OR PERSONS WHO RENT(S) A HOUSE OR CONDO IN LAUREL BEACH for a minimum of 30 days. (See LBA By-Law P-6a.(2)).Tenants are allowed the use of the beach and seawall only and must follow all Beach Rules. (See Page 6 of the Summer Booklet.) A separate tenant membership must be taken out to use the Casino and/or Tennis courts or to participate in lessons. Landlords are responsible for ensuring that tenants are made aware of all regulations and abide by all rules. Click here for Tenant Memberships available and fees.
2. A NON-RESIDENT MEMBER is an individual or couple living outside of Laurel Beach and their single children who live with them. Non-resident annual membership: $1,250.00, family. A single membership is $600.00.
Anyone who is neither # (1) nor # (2) is not a member and is not allowed the use of any LBA property including the beach, tennis courts, casino, pass ways to the beach, 5th Avenue Green, passageways between streets, and ballpark. As trespassers, they will be escorted from the premises.
Fine Procedure and Due Process for Violations of the Amendment regarding Short Term Rentals

Amendment to Bylaws Section P-6 a.(2) dated 8/20/2014 "No property within the Association may be rented for compensation, in whole or in part, for a term of less than one (1) month. All leases and rental agreements shall be in writing and shall be subject to the Bylaws and Rules of the Association."
1. All owners that advertise short term rentals on the internet will receive a warning notice that their next short term rental will result in the levy of a fine of $500. Their second violation of the Amendment will incur a $1000 fine and each subsequent fine will be increased by $500.00.
2. The Property Committee will be responsible for monitoring rentals with particular emphasis on those property owners that have previously violated the Amendment.
The Committee will keep a written log of the dates of each rental from the date of commencement to the end of the rental. They will also gather such other information they deem pertinent to each rental. The Property Committee will keep the Board of Managers apprised of their findings.
When the Property Committee believes that they have sufficient documentation of a violation of the Amendment, they will give written notice to the Board of Managers including the information on which their determination has been made.
They will also prepare a letter addressed to the home owner indicating a fine is being levied against the home owner for the violation. The letter will include: the facts upon which they have made the determination that the Amendment was violated; the dollar amount of the fine; that the fine must be paid within 15 days of the date of the letter and a warning that the next violation will incur a fine of $500 more than the current fine. This letter will be signed by at least two members of the Board.
The letter will also include a statement that the home owner, within ten days of the date of the letter, may file a written objection to the Board of Managers. That objection should respond to the specific allegations which form the basis on the fine. Any objection which is based solely on the validity of the Amendment will be dismissed by the Board. In the objection letter, the home owner may also request a meeting with the Board of Managers and a representative of the Property Committee. The date of any such meeting will be determined by the Board of Managers at a time and place as they shall designate. The meeting will be held within 10 days of the receipt of the objection, unless otherwise mutually agreed. If the Board determines that the homeowner's objection has no merit, it will notify the home owner in writing the basis upon which it has made its determination and that payment will be required within ten days of the date of the rejection letter. If the Board determines that the home owner's objection is valid, they will notify the home owner, in writing, that the levy has been withdrawn.
3. The Board shall retain all written communications between the Board and any home owner regarding the violation procedure.
4. The Treasurer of the Board shall establish and maintain a separate file with respect to all fines so levied and the payment thereof. When a fine remains unpaid after the required time period, the Treasurer will send a least one letter to the home owner reminding them that the fine payment is overdue and must be paid within ten days of the date of the letter.
5. When a fine remains unpaid, the file information will be turned over to either the Legal Committee or outside counsel, at the Board's discretion, to have the fine reduced to a judgment, by a court of proper jurisdiction. The judgment will then become a lien on the home owner's property, which will accrue interest at the legal rate.
Property Maintenance Procedures 2020
The Milford Public Works Department will pick-up garbage or waste once a week if containers are placed at the curb. Monday is pick up day. Also, remember recyclables are every other Monday.
YARD WASTE PICK-UP SCHEDULE
The Board of Managers has arranged with Dave Plaskon of Bluegrass Landscaping to pick up shrub trimmings, plant residue and grass clippings on the following dates:
May 17, June 21, July 19, Aug. 16, Sept. 20, Oct 18, 2023
Schedule may change if Sept. pick-up is scheduled by the City of Milford
Remember:

Pick up is first thing in the morning, have your yard waste out by 7 AM

Please do not put out yard waste more than 24 hours before the scheduled pick-up

No Plastic Bags

Branches must be less than 4 feet long and tied in bundles

Logs can be no more than 6 inches in diameter
BEACH CLEANING SCHEDULE

Beach will be cleaned at the end May and June

Grooming will be weekly on Friday mornings in July and August (please be prepared to move your personal belongings while beach grooming is being conducted.
PLEASE REMEMBER

Members are not allowed to request work for LBA Property from the Landscapers. (Shrub trimming, replacement, cleaning, etc.)

Members must contact the Board for all work requests associated with LBA Property.
